Cap-exempt employers — unlimited H-1B outside the lottery
Universities and non-profit research institutes are exempt from the H-1B cap. While for-profit employers fight over 85,000 lottery visas per year, cap-exempt institutions can sponsor unlimited H-1Bs. Combined with the “doctor shortage”-style “faculty shortage” narrative, this is the structural mechanism behind the suppression numbers below.

Median H-1B postsecondary-teacher wage at each institution, as a share of what that same institution pays its US full professors (IPEDS SAL_IS). Below ~35% signals severe suppression — H-1B faculty earn a third of what their US colleagues make for the same job.
International Student Concentration — Top 15 (≥200 students)
Institutions ranked by nonresident-alien share of fall enrollment (IPEDS EF_A). IPEDS nonresident alien is the public-data proxy for F-1/J-1 international students. A very high share is the public-record signal for an OPT/CPT pipeline — per-student CPT authorization records are SEVIS-sealed and would require a FOIA request to access.
